Off the shoulder over-sized shirt with a spaghetti top underneath. (the outer should be very bright with a black under-top)
Use some leggings for bottoms with a short shiny skirt, or bell bottoms.
If the shirt is big enough to cover your lower quarters, forget the skirt part and just use bright or black leggings.
If you can find a top with a "photo-face" on it then extra credit!
Use bright eye make-up and keep the rest natural with a little gloss on the lips. And paint your nails neon if you can, or something else bright to match. Wear cute hi-tops for shoes and find some new laces to brighten them up do you don't waste forty dollars on a crazy color that won't match anything you may want to wear in the future.
For your hair, a ponytail on the side-back of your head and some straight bangs would be perfect. Ask your parents if you can put clip-in colors in, or get temporary crazy colored streaks, and use a fluffy scrunchii that could be found at a local Wal Mart over-top your good band. A cute clip-on bow would work well too.

Don't be afriad to find some glitter spray and give your outfit/body a little spritz so you sparkle under the lights. Just don't forget your face if you do this as it will look silly otherwise. (for the face, put it on a tissue and wipe it on gently after applying any make-up)

Wear a large, awesome colored t-shirt with a cool picture or phrase on it. Tie it in a knot on one side of your hip and just wear knee-length leggings on bottom for a cute, sexy look! Totally new. Also, wear your hair something that can be totally messed around with and still look great like down and straight or a messy bun. DON'T hang around boringly with your posse. Get up. Talk to someone you don't normally hang with. Be cool. Don't be pushy, loud, or lame. And dance. Nothing lame, and look it up if you wanna dance well. A classic dance move that's easy and looks hot on everyone is slowly moving your hips. Move your shoulders to the same beat as your hips, rhythmically. Practice at home. Alter it to fit your style. I think that a tutu would be fine, also if you can't get a tutu, get a dress with a lot of ruffles on the bottom, i don't know what you look like, but maybe pink or red from what you've described. Hope I helped you some
